State Representative Mike Harris, alongside bipartisan colleagues, has reintroduced a comprehensive plan aimed at enhancing school safety and supporting student mental health in Michigan. This initiative follows the tragic 2021 shooting at Oxford High School and involves House Bills 4222-4229. The plan draws on insights from educators, parents, mental health experts, and law enforcement.
Harris emphasized the importance of his proposed House Bill 4223, which mandates standard training for all school staff and security personnel on safety and mental health protocols. "Michigan students deserve safe classrooms where they can learn confidently and without fear," stated Harris. He highlighted the need for mental health support to prevent issues like anxiety or depression that could hinder students' academic performance.
The plan was initially introduced in February 2023 but saw limited progress in the Democrat-majority House. Four bills were passed into law early this year, establishing a School Safety and Mental Health Commission tasked with coordinating efforts with local schools. These laws also set standardized communication terminology for emergencies.
"The comprehensive recommendations of the bipartisan School Safety and Mental Health Task Force work together," said Harris. He stressed the urgency of passing the remaining parts of the plan to provide necessary resources for emergency response and mental health support.
Key components of the plan include regular updates to school safety plans, appointing dedicated safety coordinators at each intermediate school district (ISD), expanding the OK2SAY tip line system, and implementing uniform crisis response training across schools.
House Bills 4222-4229 have been referred to the House Committee on Education and Workforce for further consideration.
