State Representative Mike Harris, alongside other Republican legislators, has introduced a legislative proposal aimed at preventing high-ranking state officials from transitioning directly into lobbying roles immediately after leaving office. The initiative seeks to address potential conflicts of interest and ensure that officials remain dedicated to their public duties.
Harris emphasized the importance of maintaining public trust in government officials. “Michiganders want confidence that our elected representatives and other government officials are laser-focused on serving the people,” he stated. He further explained that the proposed plan would restrict former officials from engaging in lobbying activities for two years post-tenure. “Legislators and bureaucrats should make it clear that we won’t put our own job prospects ahead of the people of Michigan,” Harris added.
The legislative package includes House Bills 4062 and 4063, which specifically target representatives, senators, and department heads by prohibiting them from becoming lobbyists within two years after leaving their positions. Violating this ban could result in a misdemeanor charge, with penalties including up to 90 days in jail and a $1,000 fine.
Additionally, House Bill 4064 aims to prevent current legislators from being compensated for advocating policy changes within Michigan or elsewhere. This measure was prompted by an incident where a sitting state representative lobbied for the National Popular Vote in other states while still holding office.
Harris’s advocacy for enhanced ethics and transparency is well-documented; he recently supported a significant plan requiring disclosure of budget earmarks.
